Okey dokey fixed it
Seems that there is a problem with the power saving features of some ati cards. When the memory frequency is set lower for 2d usage and you have a second monitor running it causes all sorts of flickering problems. The fix is to change the bios to have the memory running at the same frequency for all situations. This should be the same as the top frequency used for gaming. The flickering then stops.
Beware though, you will void the warranty on your card if you flash the bios, and it can be potentially dangerous.
I believe this problem is not only associated with the 4670 but some other 4 series cards too.
