I had a same problem. I got rid of it, by installing latest directx 9.0c updates from Microsoft.

I'm having the same problem with Vista 32 bit

I've tested with 2 other Vista32 installations, same problem. I'm able to reach the configuration, after pressing "Continue", but the plugin-section is empty. Other changes in the configuration are working.
