Exception while creating DShow graph (1 Viewer)

    I misread the installed update history. I took "Feature update to Windows 10, version 1709" as being the big update but must have been installed earlier.

    If that was installed today, it was installed before 11:18 AM, and so I cannot see it in the Windows system event log.

    It did install sometime recently. I noticed the C: was rather full with 3GB remaining. Told Windows to delete the old operating system and back to normal space now. Perhaps the lack of space may have had something to do with the issue. The C: partition was set too small a few years ago when it was adequate for Windows 7.

    this thread pop-ups in my google search and I need some advice on how to solve the missing api-ms-win-ntuser-sysparams-l1-1-0.dll file on my win10. I found the file on the DLL Installer site and if I download the same file like the error said and install it again will fix the annoying problem?
