external tuner (remote) feeding into media portal can it change the channel i am using the MCE controller

basically like a freeview box with 200 channels
each channel is on its own number
feed out put of this box into a video card on media portal
can i get media portal to change the channel using the MCE controller part ir blaster
just wondering
