Failed to start local comms. error (1 Viewer)

I am unable to start the "TV3 blaster plugin" from the TV Server configuration it just pops up with a "Failed to start local comms" error.

I have tried to use an older version of IR Server Suite (1.4.2.2975), but I get the same error.

My setup is:
XP with sp3
MCE Receiver
MediaPortal 1.0.0 final
IR Server Suite 1.4.2.3136

2 years later, all up-to-date installs, and I get this same problem.
Anyone?
