ive found the best quality for HDTV (1080 interlaced) comes from the built in Microsoft windows 7 decoder or the free divx one. (mainly due to their de-interlacing). The divx codec is quite CPU intensive, the microsoft one is not.
for progressive content, ive found the quality to be fairly similar for all codecs. (cyberlink codecs marginally best, coreavc marginally worst), although I havent really tried ffdshow or a couple of the others
