Files are not added to last.fm if file is not in DB.

Has this always been the case, and if so why is this the case. If i play and recent tracks I have to update the DB which is kind of a thing because is does not always go as planned

Yes of course - otherwise you almost confirm that non-imported tracks might not have correct tags yet.
