When I am watch TV in fullscreen mode, I can see a fine flashing or flickering white line stretching across the top of the screen. Sometimes this line goes away, but eventually returns. It does not occur when watching videos, just when viewing TV. I am using the MPC-HC codec, but have also tried ffdshow and Coreavc and experience the same results.

Any idea how to get rid of this?

Please post a screen shot, most likely that is some garbage your broadcaster is sending in the stream.

To get rid of such you can use "crop settings" to crop the tv image a little bit. That should be located somewhere in the fullscreen tv context menu.
