Hanging on Initializing Directx (1 Viewer)

I recently purchased a computer with Win 10 pre-installed. Downloaded Mediaportal and it came up on the first shot. I've been using it for a few weeks, but the thing is that I absolutely hate Windows 10, so I installed Win7 on another drive. Installed all of the latest Windows updates and graphics drivers. Downloaded and installed Mediaportal on the new drive, but when it comes up, it hangs during "Initializing Directx". I searched, but I don't see anyone else having this problem in nearly ten years. Why me?

I've got aero enabled, fwiw.

dxdiag reports that I'm running directx version directx11.

It appears I've stumped the band. fwiw, I uninstalled v1.18, then uninstalled, downloaded 1.20 and installed that. No change.

I did install graphics drivers from the English version of that page, but apparently they were the wrong ones.
