Actually going to the 250 from the 150 would be a jump down. The 250 was the original version from Hauppauge, and the 150 is a revised version with a newer hardware encoder and DAC.
As for your Celeron, it should be more than fine. Even if you were to get a software encoding card, depending on the cards drivers, you would be ok. I tested my old ASUS 7134 Tuner with an old Athlon 1900+ with MP 0.2.0.0 RC4 - and it was able to record video with no skipped frames. CPU usage was around 80%, so even though you could record with it, you couldn't really do much else on the system until recording was over.
