Home Screen Navigation Issues - Not highlighting - Can only select off screen! (1 Viewer)

On the home screen, in order for me to select TV, it must be one OFF the screen on the bottom. Same goes for anything on the home menu (ONLY THE HOME MENU IN LIST FORM). 2 pics attached.
