How to create or edit a skin? (1 Viewer)

Hi all.
I have this question:
Someone has to be a coder to create or edit a skin?
Or are there any tools (i wish simple) for this ?
I am not talking about the creation of the images but the creation of buttons, sub-buttons etc..
