sometimes, webepg gives up on some EPG sources, and produces a small file that have almost none channels/programs.
Mediaportal takes that, and the result is mising EPG for most channels.
A healthy EPG is about 2,4MB for me.

I miss an option to say to webepg: "if result is <2.2MB , then don't rename it" !

(webepg uses another filename while getting, and renames the result when finished)
-I've even seen 5KB file being "finished"

I second this. If my internet goes down (or there is a problem with the grabber site) during the grab, TVguide.xml is an almost empty file containing no schedule detail. It would be best to keep the previous grab (in my case, yesterday's) rather than overwriting the day old data with an empty file.

Which version of MediaPortal are you using?
Since 1.1.0 Beta, WebEPG inserts EPG data directly in TV database, and does not delete existing shows for which it cannot provide updated data.
