I have reinstalled multiple times but have not been able to keep stable connection with TV server. Setup runs fine and it recognizes tv channels after scanning digital cable. When I try to test channels it says card is busy. CableCard was "activated" according to cable company but there is no mention of a host ID anywhere I can find to "pair" the cablecard to. I have a static IP. It had logos and station ID letters so i know it is importing but it keeps dropping the connection with server.

    Hello and welcome :)

A couple of things stand out immediately...

First, I've corrected the thread title. You have a DCR-2650 CableCARD tuner rather than an HVR-2250 (which is not a CableCARD tuner).

Second, according to your log files (thanks for those! (y) ) your tuner is running firmware version 20111025:
    [2015-10-02 21:01:43,282] [Log ] [31 ] [DEBUG] - Host Firmware = WinTV-DCR-2650 20111025

If you want to use your tuner with MediaPortal then you will need to update the driver/firmware. As it says in our wiki:
    http://wiki.team-mediaportal.com/1_..._TV_Setup/0_TV_Card_Features#Supported_Tuners
CableCARD tuners: Ceton, Hauppauge and Silicondust tuners are supported. ATI TV Wonder support is unknown. Hauppauge tuners require driver 2.4_20140121_32028 or later. Silicondust tuners require 20130708beta1 firmware or later.

I have reinstalled multiple times but have not been able to keep stable connection with TV server.
Yes, I can see several crashes in your TV Server log files. These should go away if you update the tuner driver as directed above.

Setup runs fine and it recognizes tv channels after scanning digital cable.
Yes, I can see that too.
Having said that, I see a few references to "Unknown..." channels in your log files. Are you aware that is a sign that scanning may not have been fully successful?
    http://wiki.team-mediaportal.com/1_...V_Servers/7b_Scan_ATSC#Digital_Cable_Scanning
After the scan completes, check the TV Channels list. Some channels do not have names so will be named "Unknown...", however the vast majority (80%+) of your channels should have correct names and numbers. If this is not the case (ie. you have a lot of channels named "Unknown...") it might mean that the scan didn't have long enough to grab all the channel information from the CableCARD. Ensure you set the SDT/VCT timeout to at least 120 seconds as instructed above, and consider increasing the value (anything more than 300 seconds is excessive and will not help) and rescanning to get correct channel information. If you decide to rescan, make sure you delete all channels first because TV Server does not update channel names after the channels have been created.

When I try to test channels it says card is busy.
The "Test Channels" section is very complicated and difficult to understand correctly. I'd recommend you avoid it and instead test from MediaPortal.

CableCard was "activated" according to cable company but there is no mention of a host ID anywhere I can find to "pair" the cablecard to.
MediaPortal doesn't have anything to do with pairing. If you need to pair a CableCARD then my assumption is that Hauppauge provide software or other resources to enable you to do that. I know that Silicondust and Ceton certainly do.

I have a static IP. It had logos and station ID letters so i know it is importing but it keeps dropping the connection with server.
As above: update your tuner driver.

If I were you, I would be following the instructions here (if you aren't doing that already):
    https://forum.team-mediaportal.com/threads/cablecard-tuner-support-for-mediaportal-1.112585/

Don't hesitate to ask for more help if you continue to have trouble after updating the driver. :)

Your scan looks pretty good. 453 channels with only 31 named "Unknown...". I'd call that successful. :)

When you try to test "WVIZ" and "NBC" I see the same errors as in your earlier log files:
02-10-2015 23:13:04.617 [1f30] [{790BE04B-32F4-43D5-A302-94D47979CE74}] [Error] CMPIPTV_RTSP: OpenConnection(): error occured while creating new session: Invalid SDP line:
    [2015-10-02 23:13:21,645] [Log ] [23 ] [INFO ] - dvb: RunGraph returns: 0xFFFFFFFE

    etc.

From what I can see, it looks like you're still using the same older Hauppauge driver/firmware:
    [2015-10-02 23:03:13,852] [Log ] [18 ] [DEBUG] - Host Firmware = WinTV-DCR-2650 20111025

Therefore I'm not surprised you're still experiencing the same problems.

The driver you want is the latest from Hauppauge's website.
    http://hauppauge.com/site/support/support_dcr-2650.html
    http://hauppauge.lightpath.net/software/dcr2650/dcr_cd_ver_2.9_20150615_33226.zip

    The website says:
This will update the firmware to version 20150615

    Installation instructions are also provided.
If you already tried it, please try it again.
By the way, there's no need to reinstall MediaPortal again. Doing that won't help at all.
