If IR Server.exe is running, programs reliant on DirectInput will be unable to start and will fail with an error like "Couldn't create DirectInput." If you run dxdiag.exe you will get a similar error:

The input tab of dxdiag.exe will not list any Direct Input devices.
If you stop the IR Server service then everything will work. This is my experience with IR Server Suite v1.4.2.3664 and DirectX 9.0c.
