Media Portal client install program is crashing - same issue 1.5 and 1.6 (1 Viewer)

I have been running media portal - server plus 3 clients for about a month now.

However when I tried to reinstall mediaportal as a fresh install, the install programme crashes with the following error message at the point where media portal and the tv plug in have installed and after the LAV filters have been obtained from the media portal site. I have tried to install without the LAV filters but get an essentially identical issue.

My assumption is that a windows Update has done something that is preventing the mediaportal install programme from running to completion.

The systems that I am having problems with are both windows 7 64 bit with the latest windows updates and running microsoft security essentials. One has 4 gig or ram; the other 8 gig,

Media portal server is running happily on another of my windows 7 PC's and the client is running happily on my windows 8 pc.

Then when I try and run the media portal config I get the following message
