Got it, checked it with both v0.7.59 & v0.7.61 and here are the results:

    FrameRate v0.7.59.PNG vs FrameRate v0.7.61.PNG
So the older version reports a Variable Frame rate mode, where the v0.7.61 version reports a Constant Frame rate mode. I'm a bit lost... I don't have an overview of what has been changed on MediaInfo, but i assume this is what @Deda was talking about. Somehow MediaPortal looks for the Frame rate, and maybe it should look for the Original frame rate with the newer versions?

    O, yes, I asked in torren-tracker about 29,94 and 29,97 FPS in mediainfo-log (the author-releaser has 0.7.61 MI).
    I posted 0.7.53 MI log.
Realeaser said as such in MI 0.7.61...

I just noticed a similar problem. For my file MediaInfo 0.7.64 and 0.7.61 show no framerate or duration at all. With 0.7.55 however, everything is fine. Here is a comparison:

Here is an excerpt from MediaPortal.log with 0.7.61 which is attached in the archive below:

I've had a simlar problem with H264 HD MKV files. MediaInfo versions after 0.7.58 don't report a frame rate for certain files (they return null some MP enters 0 as the FPS) hence DRR doesn't kick in for these files.

Currently we are using MediaInfo.dll v0.7.61 with MP.
Maybe you guys can test if MediaInfo v0.7.64 gives better results for you so we might can update?

I've just tested with v0.7.64, same result as v0.74.59 onwards. Just trying to file a bug report at MediaInfo...

    Done https://sourceforge.net/p/mediainfo/bugs/800/

I have also found out that the problem is only with mkv files I created in Handbrake with "variable framerate" option (which is the default). It is not only with 0.9.9 as described in your bug report, but already with files created in 0.9.5.
If you choose "constant framerate" in Handbrake MediaInfo correctly identifies the fps. But then movies with different framerates in different parts (do these really exist?) will not run smooth, I think.
Anyway, I have used "constant framerate" for a few months and have not seen any stuttering.

Because the bug report got rejected I searched for other ways to fix my already encoded files and found something. With this ffmpeg build the framerate can be changed to constant without reencoding. You just have to use
    Code:
    ffmpeg.exe -i input.mkv -vcodec copy -acodec copy -scodec copy -vbsf h264_changesps=cfr/fps=24000:1001 output.mkv
and replace 24000:1001 with the correct framerate.
But with the above command only one audio track was included and the mkv did still show variable framerate (but "original framerate" was shown with the correct value in MediaInfo). So I went with
    Code:
    ffmpeg.exe -i input.mkv -vcodec copy -an -sn -vbsf h264_changesps=cfr/fps=24000:1001 output.mkv
and added the audio and subtitle tracks later with mkvmerge. There I also adjusted the framerate to the same value (24000:1001). Then MediaInfo showed constant and the correct framerate. I played a few minutes in MediaPortal and did not have dropped frames or noticed any stuttering.
The files produced that way have to be tested before deleting the original because with some recordings (which seem to really have a variable framerate in contrast to the ones only tagged that way) I had problems with the audio not being in sync.
