This might just be me , but I had to restart twice after the install to get my channels working after the upgrade. I'm rescanning now and it all seems to be working as expected.

Thanks to all involved for continuing to work on this. It's very much appreciated

It looks as though there is an incorrect dependency somewhere in the installer, but one of the developers will need to investigate.

Is MP working? (It might be an incomplete install, with some things working and others not.)

Many many years ago, I opened a bug report after I got that same message but I never got a reply. The reason was I had unchecked the Windows Media Player item in Windows 10 Control Panel > Program and Features > Turn Windows features on or off as I didn't need it, without thinking that it was needed by MediaPortal. I kept the "Media Features" parent box checked.
Afterwards, when I tried to update MP, the installer complained.
When you uninstall the integrated Windows Media Player in Windows 10, the box disappears, so I got the latest 32-bit Windows Media Player source from Microsoft, renamed its exe to the file the MP installer was expecting, and the installer ran it and it gave an error but despite that MP installer then continued. MP still worked perfectly, proving you actually don't need Windows Media Player itself, just its components integrated into Windows.
From then on, each time I update I'm forced to do that procedure, as the check in the installer was never corrected.

Edit: here is my post from 2019 on MP 1.21: Is Windows Media Player still needed on Windows 10 ?
Contrary to what I misremembered, I had posted in General talk, not Bug reports. Probably that's why it never got taken into account.

Edit: someone who got the same problem last year with 1.38: 1.38 - Installation problems.....in a total world of pain!!
