Doesn't everything that plays in VLC should play in TV Server?

No. VLC can play many many more streams. TV Server is limited to MPEG 2 TS, because that is the format used for DVB and ATSC TV.

I think georgius said iptv filter will play almost anything which could be played by vlc. But now iptv filter is not tied to tv server only and it's using by online videos so maybe your internet tv could be played there.
P.s. I don't know how to analyze files besides mediainfo but I do know how to save files with vlc.

Yes, so VLC can play it... but that does not mean TV Server can receive it directly.

Google ("VLC restream") is your friend.

Maybe something like:

vlc <input stream URL> --sout '#standard{access=http,mux=ts,dst=127.0.0.1:<free port number>}'

Then you can try to scan for the stream with TV Server at http://127.0.0.1:<free port number>.

I'm not sure if I understand the question properly.

Are you asking whether the VLC stream can be stopped when TV Server doesn't need it?
If yes, I suggest again to look at VODServer, because:

Streams are started on-demand (i.e. whenever the TV-Server requests a stream), so no unnecessary use of bandwidth.

VODServer is similar to the VLC re-stream solution, but using rtmpdump and ffmpeg instead of VLC.
