Yes, that's exactly the problem (sorry for my original poor explanation).  It's mostly because of I have a few NTSC consoles but live in a PAL region (so no TV to play them on).  I did try turning off timeshifting once, but I remember it didn't help a lot.

But I can definitely wait until the release of the new TV engine and test it then, so don't worry too much about this problem.
