Most Cost effective tv tuner (1 Viewer)

I really want to purchase a TV Tuner for my computer so i can watch TV with this program

I already have a Kworld capture card (with composite IN jacks) so i can record my old VCR tapes.. but no TV tuner

so i suppose if i get a new card it would need composite IN jacks AND the tv tuner

does anyone know of a great card with a low price tag that has those 2 features?

What Country do you live in, can you receive analogue, DVB-T (terrestrial) or cable\satellite, without any of this information no advice can be given.

I live in the USA

california to be exact

i just have basic cable channels 1- 70 ish, no digital cabel or anything like that
