For the card itself have a look at the SS2 code as an example for WDM based integration. My understanding is that the MDP-130 card is hardware decoding and output so you'd need to bypass that to suit MediaPortal and deliver the raw transport stream from the MDP-130 source filters.

Does TVE3 support the creation of TVPI files? The MyHD card can utilize these to schedule recordings.

Not at the moment - no.
Also no plans to do so in the future.
