New install and new to MediaPortal 2 (1 Viewer)

New to this site and environment…Always used WMC, worked for me and my old eyes! Now Windows 10 Home 64 bit. Located in the USA southwest. I have been working with this installation for OTA channels for the past 3 or 4 days. I have tried to follow the instructions on xmltv install / configure for ATSC / OTA U.S.A and not sure how to proceed.
I can watch live TV with MediaPortal 2, but the guide is empty, but I do show my favorite channels and their respective logos. I have created an account on https://tvlistings.zap2it.com/?aid=gapzap# …how to continue?

In zap2xml zap2it.com setup:

1. I have complied with line 1,2, & 3
2. In line 4 What does "not needed with the Par-Packed Windows file" mean?
3. I see 2(two) downloads. (Perl & Windows) Which download do I need…I assume the 'windows download' then in the instructions I am told I need to installed "from the Perl Package Manager (ppm install TimeDate)" ...need more help with the installation of the required download, to hopefully give me a working guide.
