No Add/Edit Capture Card (1 Viewer)

I honestly don't know much about this, but I am trying to configure Media Portal, and I don't get the Add/Edit Capture card tab in the config. Am I missing a portion of the install (a plugin/client)? Also, if i go into TV Server configuration it asks me for the Login/PW which I don't know. I have downloaded and installed the latest SVN. Please help... Thanks!
