Mediaportal has allocated channel number 38 to Quest,I can even pre-view the channel from there,but when running the tv if I select channel 38 using the number pad on my keyboard it shows channel 36
Don't know whether anything can be done about that.I've tried editing the channel numbers but to no avail.

I may be wrong ( can't remember now ) but doesn't the channel have to be 38th down in the list of channels to be picked up as 38 ? maybe someone else can confirm or rubbish that.

I've tried that it is actually 36 position in the list so I moved it to 38 still no joy.Can't understand how I can preview the channel from channel editing and it states channel 38 but it isn't.
Is there buried somewhere an old channel list that is not being replaced by the new one?

Disable select channel by index.

Quest is channel 38, but it is the 36th channel in your list. While you have "select channel by index" enabled, 38 will select the 38th channel in the list.
