The answer is here

An attempt was made to load an assembly from a network location which would have caused the assembly to be sandboxed in previous versions of the .NET Framework

This means that when the dll-file is downloaded from the Internet by Internet Explorer and unzipped by Windows Explorer the file is considered by Windows to be unsafe/unsecure and it gets blocked by the .NET run time.

You can unblock the dll-file by looking at its properties in Windows Explorer

    I already checked two alternative ways to allow loading plugins from internet. We will have a solution in next release :)
