OTA HDTV Problem (1 Viewer)

CPU Type: p4 2.8ghz
Memory: 512meg
Video Card: radeon 9800 (128meg)
1. TV Card: wintv 1600

i'm getting stuttering and it takes a lot of time to change channels with OTA HDTV. at first, it was a signal problem, so i got a terk antenna. now, sagetv says i have 75-85% signal strength.
the stuttering happens in mediaportal and sagetv.

i went on the mediaportal requirements page and installed all the updates.
i tested some HD content on my computer. all 720p plays fine. 1080p WMVs from microsoft's site play fine but the 1080p mkvs from neros site (movie trailers) stutter as well.

im not sure if 75%-85% signal strength is good enough. would this cause the stuttering?

if not, what should i upgrade? cpu, memory, video card? i thought my setup just made the requirements.

    Hi, the most important thing is probably the decoder. You will need to do this in hardware, meaning the ones installed by default in MP are not good enough. I'm not sure what the top of the line is these days, but it is probably still NVIDIA's decoder. You can set the decoder in the mediaportal configuration

    my video card is ati... also are you talking about changing the MPEG-2 video decoder or the h.264 decoder?
    for the h.264 decoder its set to ffdshow video decoder. i have coreavc but it doesnt let me choose it (the option is gray)
    for the mpeg-2 decoder it is set on MPV decoder filter. Here's what happens when i change the setting:

    ffdshow video=computer hangs
    dscaler=audio doesnt work,video stutters, really long time to load myTV
    happauge mpeg muxer=crashes MP
    MPV=video stutters
    sagetv mpeg2=hangs computer
    ffdshow raw=video stutters

    With MPV, which seems to be the best, when I switch channeles, the computer either hangs or says no signal detected. If I change back to the original channel I was watching it doesnt work for a ocuple of mintues then starts working spontaneously.

    Why is it so hard to get this working?
