I am facing TeamCity problems again! >_> This stupid package restore doesn't work again.

I found this: https://johanleino.wordpress.com/2013/03/19/using-teamcity-for-asp-net-development-part-2/ and saw that the enviroment variable is not set. Could this be the issue?!

I have to bother you because I don't have any permissions to change something...
