    It's a DB related issue. Are yu running a 3rd party firewall ?

    Please, ALWAYS attach logs when reporting a issue.

    I didn't notice in your screenshot that the ip is wrong: ::1:31456 (ipv6)

    Please fix your hosts file that could been altered by WindowsDefender.

    Thanx, this solved the problem,

    repaired the host file(C:\Windows\System32\drivers\etc) to;

    # This is a sample HOSTS file used by Microsoft TCP/IP for Windows.

    # 38.25.63.10 x.acme.com # x client host

    127.0.0.1 localhost
    ::1 localhost

    Many Thanx!!:D
