I think this is a TV Card issue. There is a lot to found about the Terratec Cinergy C PCI HD card on the internet found about stuttering. Maybe change cards? I have the same card and exactly the same problem

You are right. I bought a Anysee E30 Combo USB receiver and the stuttering problem is dramatically reduced both in frequency and in strenght. There still are some occasional little pixelations on small parts of the picture, but no huge glitches or stuttering anymore, so this is a great improvement.
Zapping to the HD channel (which was problematic on the Terratec card) works now flawlessly and zapping in general is way faster. After one evening of testing I think this was the solution to my problem.
