Does live TV viewing look OK, or does it have the problems ?

Do the problems only show up after editing with Nero ? - if 'yes', then carefully check the MPEG encoder settings in Nero Vision to make sure they match the original video files (particularly the field order/progressive setting).

For TV viewing in MP, you should be using a video decoder which uses/supports the hardware de-interlacing on your 8600GT video card - e.g. PowerDVD7/8 (maybe PDVD9, but I've not tried it)

Unless it's changed recently, MediaPortal actively blocks using FFDShow for MPEG-2 live TV decoding because of compatibilty problems.

Just to set the record straight ffdshow supports hardware deinterlacing. For ATI you need to select nv12 colorspace for output and flag the output as interlaced. For nvidia I'm not sure which colorspace has to be used

It's NV12 colorspace for nVidia too.

I set mediaportal's deinterlacing as best and in PDVD9 I set the deinterlacing to force bob. Now, the original TS file looks fine but it is interlaced in nero vision 7. When I the file into nero vision 7 and go to cut out the commerials it splits the show into 10 segments. When I set deinterlacing in mediaportal to bob and auto in PDVD9 nero reads the file as one continuous strip but can't show any picture. Live TV is always fine whether deinterlacing is or isn't set in PDVD9 or mediaportal.

How would I check the mpeg encoder in nero vision. I didn't see any options for that in the configuration settings.
