I see from JIRA that MP1 versions 1.7 and 1.8 are already listed. Has a cut off been decided when MP2 will "take over"? Or will MP1 and MP2 continue in parallel until plugin and skin creators rewrite everything and development of MP1 stops naturally?

1.9 & 1.10 are also planned, but not visible on the 180 days roadmap.
Products will continue in parallel until further notice ;)

That sounds very definite :) And it's cordial between the two dev teams (I assume it's different teams)? You're anticipating an arms race with stability and user base size on one side -vs- better architecture on the other?

Not 2 different teams, although most devs focus on 1 product. Some work on both (the TV Server part for example).
MP1 has reached the Final stage a long time ago, MP2 plans to reach Final state in 2014.

MP1 currently has a much bigger userbase, but that's mainly because MP2 hasn't reached the Final state yet. Once that's reachte, we'll probably see a big shift of users and a boost in MP2 extensions & skins.

Does the final state include a web API? I know was talk about MPAnywhere or maybe porting MPExtended although it's not really designed for editing.

Well, that mainly depends on how much free time I have in 2014 :D
Now honestly: It is not planned and MPAnywhere is in a pre-pre-Alpha state. I would love to bring it forward - in particular now that we have shifted to .Net 4.5.1 and there are much more possibilities due to this. However, there is still A LOT to do in the background, which I currently consider more important for THE 21th century media software and I will first try to do some work on these background parts of MP2.
What would help a lot for MPAnywhere is when we found a good ExtJS fontend developer. I'm still a bit lost there and could need some help...

Can't help you with ExtJS I'm afraid, I had to Google just to find out what it is :)

Are there any non-Windows clients planned that will use the uPNP protocol? With my developer hat on I can appreciate that MP2 is an improvement architecturally but with my user hat on, particularly a user that streams to Android devices, no mobile device support means I'll be staying on MP1 for now.

If there are no firm plans would MP2 + SlimTV MPExtended + "MPExtended 2" (same API but media service would talk to MP2 for music, videos, series etc) be a realistic goal for 2014?

What's the reason for this? For me as a user things look like this: mp1 is a good htpc software but has its limits due to some
things deep in the code and since mp1 is almost ten years old that's no suprise.
And although mp1 still gets enhanced by new features it seems like keeping a "youngtimer" car in shape.
    So what's that for?
mp1 is stable for years so why don't you keep it that way and concentrate all development power on finishing mp2?
Don't get me wrong - I really like mp1, but as I said: it has its limits.
And with the pace you go at providing new mp1 versions it's quite time consuming to check and keep every plugin
    running after every update.
10 years are ages in terms of software development so let's face it: the mp2 is the future and deserves the maximum of manpower!

    What's the reason for this?
    Team decision ;)

Keep in mind that we are Open Source and we need developers who like to work on something for FREE in their PRIVATE time.
That mostly results in devs working on parts they know or like, and off course every dev is free to work on MP1 and/or MP2. Some devs even work on both.
TVE3.5 development is a good example, the new TV Server will be available for both MP1 & MP2.

But off course there will come a time that MP1 reaches EOL. And when that happens, you can assume we have an alternative for you. :D

In the mean time: we also need you! Our users! The best support you can give us is to help with the testing or (if qualified) even help us code that future ;)
