There is a reg file with Leadtek DVT1000 card drivers that changes between fast channel change and slow change. Also effects the scanning speed with scanning channels.
here they are if they help. mabey similar key for your cards.

DVBT_MCE_TUNING_OFF.reg
------------------------------------
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Leadtek\DRIVER\DVBT]
"HandleFrequencyOffsetForMCE"=dword:00000000

------------------------------------

DVBT_MCE_TUNING_ON.reg
------------------------------------
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Leadtek\DRIVER\DVBT]
"HandleFrequencyOffsetForMCE"=dword:00000001
-----------------------------------
