There are two skin files, topbar.xml and topbarhome.xml. If i understand correctly what you are asking to do, you should edit topbar.xml to include the buttons you want to display at all times. Copy the buttons you want from topbarhome.xml into topbar.xml. Change the autohidetopbar tag in this file from yes to no. Go into the configuration utility open up the configuration for the topbar and make sure that nothing in the setup is overriding the skin settings (basically don't check the Override skin "AutoHide" setting box.

That should make sure whatever you put in the topbar.xml file is displayed at all times in most every screen.

Will this get rid of the top bar but leave the buttons on the home page?
