I am trying to install an ATI Wonder HD750 pcie card on a XP SP3 system with MediaPortal 1.4. The card plays in the preview section under TV Channels in the Server Configuration utility but only in the top half of the screen. The main program will play videos but will not bring up the TV, presumably because it is not configured correctly. Logs attached.

    Hello again :)

First, thanks for the log files - that is always greatly appreciated! (y)

I am trying to install an ATI Wonder HD750 pcie card on a XP SP3 system with MediaPortal 1.4.
    Okay.
I think I may have mentioned this to you already but in case I haven't and for anybody else reading in future...

For MP 1.4 and XP: make sure you install the patch from here:
    https://forum.team-mediaportal.com/...les-is-corrupted-with-1-4-0-pre-in-xp.119713/

MP 1.5 still works on XP.

The card plays in the preview section under TV Channels in the Server Configuration utility but only in the top half of the screen.
I suspect your configuration needs a little tweaking.
    From the log files:
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set new video format to: NTSC_M
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Brightness to value: 128
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Contrast to value: 128
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Hue to value: 128
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Saturation to value: 128
    [2013-10-28 20:50:11,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Sharpness to value: 200
    [2013-10-28 20:50:11,359] [Log ] [5 ] [INFO ] - Set Framerate to 25 succeeded
    [2013-10-28 20:50:11,359] [Log ] [5 ] [INFO ] - Set Framesize to 720x576 succeeded

Given that you seem to be based in the USA, NTSC is fine... but 25 fps should be changed to 29.97 fps, and 720x576 should be changed to 720x480.
Please refer to the options here:
    http://wiki.team-mediaportal.com/1_...guration/02_TV_Servers/7_Scan_Analog#Settings

The main program will play videos but will not bring up the TV, presumably because it is not configured correctly.
To confirm: do you mean you can't even get into the TV section, or just that TV won't start?
It looks like the TV plugin hasn't been configured and/or is not enabled, so...
    1. Make sure the TV plugin is enabled here (in MediaPortal configuration, not TV Server configuration):
    http://wiki.team-mediaportal.com/1_...guration/MediaPortal_Configuration/95_Plugins
    2. Also in MediaPortal configuration, please make sure you've configured the TV Server hostname.
    http://wiki.team-mediaportal.com/1_MEDIAPORTAL_1/141_Configuration/MediaPortal_Configuration/22_TV
For you, the hostname should be "TVLand" (or "192.168.0.105").

    Warm regards,
    mm

    Hello again

So I can see that you tried to set the fps and resolution as recommended. However, it seems your tuner didn't accept the NTSC resolution (frame size):
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set new video format to: NTSC_M
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Brightness to value: 128
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Contrast to value: 128
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Hue to value: 128
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Saturation to value: 128
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set VideoProcAmp - Sharpness to value: 200
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - Set Framerate to 29.97 succeeded
    [2013-11-03 12:30:38,343] [Log ] [5 ] [INFO ] - SetFrameSize: FAILED to set:-2147220992

This is a little odd... though sometimes the tuner has to have these values set at a specific time.
Did you try restarting the TV service after setting the values?

If so, can you confirm that you're testing in MediaPortal, not just with the "preview" function in TV Server configuration (preview may not give good results).
Finally, could you please post a screenshot.

    Thanks! :)

Updating the ATI Catalyst drivers for the capture card fixed the half-screen problem. I don't see a place to mark this problem as solved but thank you for your help.

    Ahhh, fantastic. :)
Seems I was totally leading you in the wrong direction - sorry about that. I'll keep the info in mind for next time.
