Streaming setup (1 Viewer)

I have been HTPC-ing for several years, but never bothered with streaming media. I am rebuilding my HTPC, and so far, Media Portal looks awesome. And I see that it can stream media over RTSP. I never even heard of RTSP before today, but it looks cool. So, my question is, once I get the streaming set up, how will I get the URL for a specific media file? What's more, is there a provision with RTSP to browse media files (from the client)? I specifically will want to play videos on an Android tablet. I would like to be able to present my 7-yo daughter with a nice menu system, much like the menus in media portal. Or am I going to have to code up a web page that I will have to browse to using the browser, and then launching the video from there?
