Dear All,
Is it possible for Moving Pictures to state whether there are subtitles included or indeed intended to be seen within a movie?

For example if we take Star Wars: Episode VI - Return of the Jedi. The dialogue from Jabba the Hut to Luke Skywalker is subtitled. This is what I would call "Intended Subtitle".

Is it possible for Moving Pictures to display a tag on the info page of the film that "Intended Subtitle" is evident?

the term for these is 'forced' subtitles. forced being that they should be on always, regardless of the audio language.

unfortunately media portal does not have a means of determining whether subtitles should be forced or not, even in containers that have a flag for subtitles which can be set to 'forced' (like mkv) the global subtitle setting for on or off is what determines whether they are automatically played or not.
