go for the hd6450 or 7750, get one that lets you use speedfan to control the fan speed, and if it's still not quiet enough add an online resister cable to the fan plug. a gpu with a slow moving fan is just as good if not better than a passive one. unless of course everything in your htpc is passive (cpu/psu/no case fans)

I've never noticed any performance issues at all on my current or previous system (now bedroom tv), then again the best quality I get from Live-TV is 720p.
