I've had the same issues from the start with all 2.0.0.0 - SVN 9.11.06 without TVserver. I cannot get myTV to work reliably. Probably it's got nothing to do with my setup as I've got the same symphtoms on my other pc (AMD 3500+) and other users have had the same issues:

I've never got any "channel is scrambled" messages, but "no signal" quite often. Also channel changing is really slow. Well it changes the channel but it freezes the picture for a while and slowly starts the video again. Also have some occasional audio sync issues which I guess is normal. I'm also getting sometimes no graph/cannot connect to MPEG2 pin -messages although I haven't got any other programs running which could do this.
In MediaPortal supported cards list there's a note which says: Current BDA-Drivers 4.4.10.17 are not working stable.
I guess it means just the above?
I have little weak signal strength (max quality though) so I guess it could help to use an amplifier to fix no signal issues, but all other programs I've tried have survived it (Mytheatre, Technotrend BDA MCE, VDR, Xine) and all the other programs also changed the channel immeatidly, well Xine didn't as it was configured to buffer video but it didn't suffer any freezing issues.
I'm a bit of fan for MediaPortal as it outperforms all the other MCE apps in usability and style but all that's pretty useless for me as it falls behind in TV support.
Should I just change the tuner or does the new tv-server help with above issues? I tried first public tv-server beta but it didn't work so well. It was really slow and most of the time it wouldn't let me change channels. Maybe newer versions have fixed some issues? I haven't tried it again as it seems MP and C1500 don't mix too well together.

I live in Sulva (10km south of Vaasa in Finland). I use a Technotrend DVB-C C1500 tuner with BDA drivers and the latest CVS with MP 0.2 RC2.
This set up works great accept for sometimes I get the "no signal" message or the "channel is scrambled" message. Also the changing of channel is quite slow.
