I don't know if it will work for ATi (or Win XP) but you could install the MS 'devcon' utility (a command line equivalent to Device Manager) and map the 'devcon rescan' command to a hotkey combo (I use Hoekey for this).

The command forces Windows to rescan for Plug-and-Play devices, which normal revives 'lost' monitors on my Vista/nVidia system.

I have it programmed into Hoekey (as Ctrl+Alt+D) - my Hoekey ini file attached - and also it can be executed directly from EventGhost (triggered by a button on my remote).

No, but i've found a workaround on this thread:

But not tested yet.
