TV Capture Card Needed? (1 Viewer)

I am not up to speed here...why does one need a video capture card if the stream input AND output is via Cat5? Is there a decoding going on that the card does or is there something I don't quite get yet?
My intention is to stream to my TV through ROKU.

That is the only way MP can see the stream currently, via a analogue tuner controlling a set top box.

ROKU support is not available currently.
