TV Server Config won't launch (1 Viewer)

I had a working install (single seat) running until last night, but after some network changes the TV server config no longer works. As far as I know the only changes I made on this PC were to turn on file sharing and connect another PC via ethernet. I later turned file sharing off again and reconnected my router to the ethernet port.

As far as I know the my settings are now as they were - but obviously not, since TV server config will no longer launch. It tells me the TV server is inactive and asks if I want to launch it. I click yes, but nothing happens for a long while until I get an error. I've attached a screenshot of the dialog I get aswell as everything from the tv server logs.

I should add that TV in MediaPortal did still work despite this. However I've since done a clean install of everything including SQL server in an attempt to fix the issue. Its made no difference. I've also tried turning off the windows firewall.

I appreciate any help you can give me.
