TV Server Connection Fails (1 Viewer)

While in the "Server Configuration", I chose "MySQL 5", and the default settings for the options below. When I click on the "Test" button, I get a popup saying "connection Failed! Adding the given count to the semaphore would cause it to exceed its maximum count." What does this mean, and how can I fix it?
