Seriously, you should try to identify the problems ony by one and post in the support forum. There is also a list of recommended hardware that you should have a look at.

I have a 2.8ghz 800 FSB intel sata board
And I have a 64mb nvidia mx4400 agp video card.

Curious if any have seen this, the video is lagging and moving in slow motion sometimes.
Is this a video card issue?

Yes as mx4400 is not full DX9 card.
