Also, I've got a new theory on why it may not be working...
The TV Server runs under a different Windows user account (System), this means that it can't create windows on the users desktop and a few other things...
It could be that the event.exe can't communicate with Girder because girder is a user process ... If this is the problem then I'm afraid I can't help you.

event.exe is part of girder
as i stated above when in the external channel changer settings area
(bottom right) i type 206 and hit the test button girder sees the command come in.
It doesn't matter that event.exe is part of girder, it's a separate executable. and it's being run by the "System" user.
When you are in the configuration app you are running in your user account, not the system user account. This is the difference between the configuration app and the TV service. It could be that whatever method of Inter-Process Communication the Event.exe uses is not accessible by a "System" account process due to the lower privileges that the System process has. This has been my experience with Named Pipes IPC for example, as this is something I am working with at the moment on a new set of plugins and apps.
I can't say for sure that this is the cause of your problems, but it makes sense.
Try this:
Go to Start Menu, Run ...
Type "services.msc" and click ok.
Locate the TV Service in the list and right-click it, select Properties.
Under the "Log In" tab try the following (one at a time):
1. Try selecting "Allow service to interact with desktop".
If that doesn't work try:
2. Try selecting "This account" (radio button) and then enter your user account details and having the service run under your account.
You may need to reboot on each of these attempts to ensure the change has taken effect.
that did it sort of ?

I did the above and restarted the service clicked on a channel in the tv guide
and girder executed the command 206 channel is on 206
problem now is the screen is black i suspect the internal turner is not on channel 3
i have the source set at svhs1 is this right ? my settop box is connected to my
pc by rg6 cable.
I've installed this on Windows 7 with TV Server. The TV3ExtChannelChanger appears in my plugins list and I've activated it, but when I click on the plugin to configure it, I don't see the config screen. I am guessing I have something in the wrong place.
I have the STB folder from inside AppData at
C:\ProgramData\Team MediaPortal\MediaPortal TV Server
and the TV3ExtChannelChanger.dll at
C:\Program Files\Team MediaPortal\MediaPortal TV Server\Plugins
I've restarted the computer but still cannot configure the plugin.
