unable to make TV use 5.1 - upmixing does not work other than in BASS (1 Viewer)

MP 1.4 + LAV codec, even if TV's audio codec is set to force 5.1 - it does not work. only crummy stereo sound from side speakers on channels with stereo stream. - and plugins like Rockstar.

is there a way to upmix everything sound source on the system, properly ?
- I am usually using Linux, and naver had to think about that once set, the "fill speakers" option of Realtek does not work in win7

problem was that I used MP Audio Renderer, (configured to upmix) - but it did not do the job.
