its simple the TV-Server Configuration does not detect my Vixs PureTV-U 48A3 tv tuner card

Hi and welcome korey07

A quick search for "vixs" on these forums suggests there are compatibility problems with them. Having said that -->this thread<-- suggests that the ATSC side of the tuner should work. Which drivers are you using? Make sure you're using "BDA" (BDA = broadcast driver architechture - it is a Microsoft standard/interface; WDM = Windows driver model is the previous standard that we don't support) ones otherwise the tuner won't be recognised like you've said.
