Arqiva's multiplexes are still using MPEG-2 audio and video.
Thank you for pointing out that my analysis may be less than accurate. :p

Although the change to TV channel 71 may not also have been applied to the independent radio channels (different MUXes), the logs that I prepared for one of the development team does show a difference between channel 704 ("BBC Radio 4") and channel 731 ("Classic FM").

MP can play channel 704, and the log file identifies its audio as MPEG1.
MP cannot play channel 731, and the log file identifies its audio as MPEG2.

I have also been looking at my Sony TV's "Info" display, to see what it shows for various channels.

The first surprise was that all of the independent radio channels are monophonic (i.e. not stereo), and all of the BBC local radio channels are too, along with "Radio 5 Live", "Radio 5 Sports Extra", and the "World Service". However, MP can play the monophonic BBC radio channels, so that is probably not the cause of the problem.

The only other difference that I noticed was the modulation type:

Channel 704 ("BBC Radio 4") is modulation type 64QAM 2/3.
Channel 731 ("Classic FM") is modulation type 64QAM 3/4.

Channel 11 ("Sky Mix", in the same MUX as "Classic FM"), and channel 27 ("Yesterday", in the same MUX as "Smooth Radio"), are both 64QAM 3/4, and can be viewed in MP. So that modulation type is valid for TV channels, but perhaps MP is not expecting that modulation type for radio channels.
