why don't I have a keyboard.xml? (1 Viewer)

I have a crappy generic MCE clone remote, which just presses MCE hotkeys and acts as a USB keyboard.
I found the Keyboard input plugin which should allow me to map the keystrokes, but it trys to edit the keyboard.xml.

I don't have a keyboard.xml. I can find a ton of posts about people editing their keyboard.xml... but I do not appear to have one. What is the story here?

keymap.xml as far as i can tell is a completely different animal.
If you skim through the generic keyboard input plugin they constantly mention a keyboard.xml
also the code generated by the plugin is similar to the entries in keymap.xml, but it is simlar to some of the remote xml's where keyboard.xml is supposed to be (inputdevicemappings/default)
