First of all the commands are case sensitive, it should be {"Type":"command","Command":"pause"}
Not sure if you have authentification problem if sending correct commands.

WifiRemote expects your client to authenticate after the welcome message, even if your MediaPortal does not require a password:

After my new installation of win 8.1 and MP 1.9 on my client, I am no longer able to configure Wifi remote which used to work perfectly during the last years.

Even after fully removing any Wifi remote files on my client drive as well as any wifi entries in mediaportal.xml and re-installing wifi remote, I get an error when storing the configuration directly from MPExtensionInstaller (1) or from the MediaPortal configuration app (2).

Opening the Wifi remote in (1) pops up the following error message saying that MpeInstaller doesn't work any more:

I don't think so ... It looks like a ressource (no plugin image for the plugin list) is missing, which is strange.
Can you please try to remove WifiRemote and install it again? It should be enough to delete the WifiRemote.dll file from your MediaPortal\Plugins\Process folder.

Let me know if that helps, otherwise we have to dig deeper.

Unfortunately, deleting the WifiRemote.dll and un-/re-installing WifiRemote from the extension installer did not help.

Your question, Wo0zy, gave me the idea to test by removing the plugins one by one. And guess what! Removing the most recent MP extension installer plugin (v 1.2.2.199) solved my problem. So: No issues anymore
